Heddor is High Primate of the city council of Newbegin, the largest city in the known world. The Primateship is a post only attainable by respected Artisians, and previously occupied by his father. Heddor is a widower; his son Yan was looked after by the city's Lord Founder. Now ten years old, Yan works as the Founder's pageboy.
Heddor, like his father before him, is an engineer. He carries the secrets of Artisian knowledge, passed down through his family, and uses them to serve the city. Heddor is responsible for many of Newbegin's greatest technological achievements, such as street lighting, steam power, heating and more. He also built the 'metalcar' system that runs through the wealthier portions of the city.
Heddor is rapidly approaching old age, and has begun work on his legacy - the 'metalroad', a large-scale version of his metalcar which will connect Newbegin with Wosh-Tun, the second largest city in the country. The task will need thousands of able-bodied slaves.
But Heddor's liberal attitude to the slaves - most of whom are Sunners - will bring him into direct conflict with the Lord Founder...
